Is a home-based service business eligible?

Often, with a home-based endorsement and a honest description of client traffic and mobile work. The house itself is still personal lines, which we do not write.

Do mobile operators need commercial auto?

If the vehicle is used primarily for the business or titled to the LLC, yes.
